Yes — the temple asks that you have given something yourself first, so that everyone inviting others has taken part themselves. The page will tell you the current figure and how much of it your own offerings already come to. If the temple knows you personally, ask the office and they can open a circle for you regardless.
They open their own circle, with their own link and their own supporters. Circles do not stack underneath one another — yours counts the people you invited yourself, and theirs counts theirs. Nobody's effort is absorbed into somebody else's total.
